We are seeking an experienced professional to take on a specialised, substantive role within Phase III of the PRIME Project (support for technology companies), focused on the design and implementation of a grant instrument addressed to newly established technology companies.
The scope of the role includes conceptual, analytical, and expert-level work directly related to the preparation and delivery of the support instrument, in particular in the areas of: (1) designing the rules and procedures of the grant call, (2) defining the conditions for awarding grants and (3) adapting the requirements of the FENG operational programme to the operational realities of technology companies.

The role is strictly assigned to the delivery of substantive project tasks within the PRIME Project and does not include activities related to overall project management, administrative support, or financial settlement.

Scope of Responsibilities:

Design of the Grant Instrument - Phase III PRIME

  • Development of the substantive concept of the grant call for technology companies under Phase III of the PRIME Project.
  • Co-creation of the rules for providing support under de minimis aid, including:
    • the scope of eligible activities for beneficiary companies,
    • the intervention logic,
    • conditions for the use of the grant,
  • Adaptation of the grant instrument structure to:
    •  the specific characteristics of early-stage technology companies,
    • the market and operational realities of running a business,
    • the product and market development cycle.

Preparation of Substantive Documentation for the Phase III Call

  • Preparation, in cooperation with other Foundation teams, of the substantive content of the call documentation, as well as the objectives and indicators of the support.
  • Ensuring consistency of the documentation with FENG programme rules and public aid regulations (de minimis).
  • Co-development of rules for monitoring the progress of support implementation at the substantive level (excluding financial settlement activities).
  • Cooperation with the legal and financial teams of the Foundation and with the Managing Authority in the scope of agreeing the content of documents, without assuming administrative or settlement-related responsibilities.

Support for Call Implementation

  • Substantive support of the application evaluation process.
  • Participation in the preparation of substantive summaries and analyses related to the implementation of Phase III.
  • Identification of substantive risks related to the implementation of the grant instrument and proposing mitigation measures.

Requirements:

  • A minimum of 3 years of professional experience in the design, implementation, or delivery of financial support instruments for enterprises, particularly those financed from public or EU funds.
  • Practical experience in preparing call or grant documentation, including call regulations, evaluation criteria, grant agreement provisions, or equivalent documents.
  • Very good knowledge of:
    • public aid rules, with particular emphasis on de minimis aid,
    • eligibility of expenditure and the intervention logic of operational programmes,
  • Experience in working with EU-funded programmes (preferred: FENG, POIR, ROPs, PARP, NCBR, Horizon Europe, or programmes of a similar structure).
  • Understanding of the specific characteristics of early-stage technology companies.
  • Ability to translate programme and regulatory requirements into solutions that can be practically applied by entrepreneurs.
  • Very good organisational skills, independence, and accountability for the assigned substantive area.
  • Ability to work in an interdisciplinary environment and in cooperation with various expert teams.
  • Very good command of English (minimum C1), including the ability to work with programme and regulatory documentation.

Nice to Have:

  • Experience working with acceleration programmes, business incubators, technology transfer offices, or other instruments supporting the development of technology companies.
  • Practical experience working with grants or support instruments addressed to startups or pre-seed / seed-stage companies.
  • Knowledge of technology commercialisation processes and the creation and development of spin-off companies.
  • Experience in designing or analysing objectives, indicators, and milestones for enterprise support instruments.
  • Experience working on projects or programmes financed from EU funds.
  • Prior professional experience gained in environments combining the public and business sectors (e.g. development agencies, foundations, implementing institutions, project advisory services).
